Authorization
In 1986 the DIA contracted Paul H. Smith, Major, ret., to write a CRV
manual
based on the methods of Mr. Ingo Swann whose research was funded by
SRI-I.
Mr.
Dames
publically
disseminated the contents of this manual six years prior to the
projects
declassification which legally released this information to the public
domain.

invalidated
the classification.

laws do not apply to federally-funded projects.
